CUSTIPEN Policies (U.S. participants) （updated at April 20th, 2016）
The purpose of CUSTIPEN program is to deliver an international venue for research on the physics of nuclei during an era of experimental investigations on rare isotopes. The program is intended to primarily fund travel grants for faculty members, research scientists, post-doctoral fellows, and students whose current primary institutional affiliation is with a U.S. university, national laboratory, or other research center. The CUSTIPEN Governing Board has set forth several policies in order to facilitate CUSTIPEN's purpose.
1. U.S. scientists seeking to visit their China-based collaborators working on FRIB-related physics should fill out the Web application form and ask their China-based collaborator to send the corresponding information. Applications will be reviewed by the Governing Board and decisions on acceptance will be made in a timely manner. To facilitate planning, application should be made early.
2. The typical stay in China supported by CUSTIPEN is of 2-3 weeks duration. For longer visits, additional funding from other sources should be documented in the application. It is only in exceptional cases of extraordinary importance to the mission of CUSTIPEN that the board may consider applications for longer stays, if other funding is not available.
3. The CUSTIPEN grant will cover round-trip travel on U.S. carriers (coach fares) and other carriers meeting the rules of the Fly America Act from the U.S. to the home institution of your collaborator in China. Please note that your international travel has to be approved by your home institution before making the trip to comply with the U.S. federal law on Export Control and foreign travel policies of your home institution. Travelers are responsible for their own travel arrangements.
4. The local living expenses in China should be covered from the funds of the visited collaborators.
5. The U.S. visitors and their China-based collaborators are encouraged to spend a significant amount of their collaboration time at the CUSTIPEN site at Peking University in Beijing. Note that travel funds for China-based participants to meet at PKU may be available from Chinese sources (see Item 9).
6. Awardees are urged to make their lodging reservations with their China-based collaborators as soon as possible after notification of the travel grant. CUSTIPEN visitors to PKU should fill the visitor form in the Practical Information page and email it to Furong Xu at Frxu@pku.edu.cn
7. Travel reimbursement and exit report: Texas A&M University-Commerce uses the Concur system for processing travel reimbursement. Please email to Bao-An Li (Bao-An.Li@tamuc.edu) a zipped file including: (1) the Travel Reimbursement Information Sheet, (2) an expense report listing all costs to be reimbursed by CUSTIPEN by day, (3) receipt of your airline tickets (in PDF) and clearly scanned images of all other receipts, (4) a 1-page exit report describing your work in China; (5) a document showing that your travel to China was approved by your home institution. Reimbursement package should be submitted as soon as possible. Texas A&M University System follows the policy that all travel expenses will be report to the IRS as your income if the reimbursement package is not received and uploaded to the Concur system within 90-days after the completion of your trip.
8. While DOE cannot fund workshop travel, it can entertain proposals for funding of small collaboration meetings on site at CUSTIPEN to discuss "hot topics" relevant to the physics of exotic nuclei. Proposals can be made by an E-mail message jointly signed by two spokespeople, one US-based and one China-based. PKU will provide additional financial support for CUSTIPEN workshops in Beijing.
9. Peking University can supply funding for China-based collaborators to visit Peking University when their American colleagues are present.
10. Required by DOE, DOE grant for CUSTIPEN should be acknowledged in all publications and presentations resulting from visits supported by CUSTIPEN. The recommended phrase is:
